Albania has replaced its 2015 electricity law with Law No. 59/2026, bringing national legislation into line with the EU's Clean Energy Package. The reform reshapes the country's wholesale electricity market in several important ways.
Electricity trading is now a standalone licensed activity, regulated by ERE. Wholesale prices are generally determined through market mechanisms, subject to applicable market rules.
These changes move Albania closer to EU-standard market design and transparency rules, creating new compliance obligations for anyone trading in the Albanian wholesale power market.
