Government of Moldova Introduces Emergency Measures to Accelerate BESS and Renewable Energy Deployment

On 26 August 2026, Moldova’s National Crisis Management Commission (“CNMC”) adopted Decision No. 6, introducing temporary measures to accelerate renewable energy and battery energy storage system (“BESS”) projects during the State of Alert in the Energy Sector.

The key measures include:

Simplified authorisation: Co-located wind or photovoltaic projects incorporating BESS and scheduled for commissioning before the State of Alert ends are exempt from the authorisation procedure under Article 106 of Law No. 164/2025. The relevant commission must be notified.

Expired grid connection permits: At the applicant’s request, transmission and distribution system operators may reopen extension procedures for permits that expired in July 2026 or will expire during the State of Alert, including where procedural or financial guarantee deadlines were missed.

Projects under construction: Grid connection permits may be extended once for up to three months. Applications must be reviewed within five days and supported by a valid building permit and a commitment to commission the facility within 3 months.

Flexible connection for BESS: Systems of at least 1 MW and more than 2 MWh may receive flexible grid connection permits, subject to available network capacity. Applications must be filed by 15 September 2026 and will be processed chronologically up to an aggregate limit of 200 MW. Permits will be valid for a maximum of six months and require a financial performance guarantee.

Priority approvals and customs clearance: Urban planning, construction and aeronautical approvals for eligible projects will receive priority treatment. Renewable energy and storage equipment will also benefit from a dedicated priority customs lane.

Impact: Developers and investors should act immediately. Eligible BESS applications must be submitted by 15 September 2026, while projects under construction should urgently secure permit extensions, guarantees and commissioning commitments.

The policy signal from the Government is clear: Moldova wants wind, solar and especially BESS storage projects deployed now. The measures create a short regulatory window driven by the energy crisis. Companies that move quickly may secure grid capacity and accelerated approvals.
