Austria Gas Market Fundamentals

Austria's gas market uses a regulated balance group model: every gas-system user must belong to a balance group, either by joining an existing balance responsible party or by becoming a BRP.

The market has three balancing zones: Market Area East, Tyrol and Vorarlberg. Tyrol and Vorarlberg are distribution-only zones supplied via Germany's THE market.

Market Area East is a single entry-exit zone with one CEGH Virtual Trading Point operated by CEGH. AGGM (Austrian Gas Grid Management AG) acts as Market Area Manager.

Wholesale gas is traded on the CEGH Gas Exchange of EEX or through the AGCS (Austria Gas Clearing & Settlement AG)-cleared OTC market.

Austria targets climate neutrality by 2040. The Renewable Energy Expansion Act 2021 targets 27 TWh of new renewable capacity deployment by 2030, with biomethane and hydrogen positioned as domestic alternatives.

Austria remains import-dependent, having historically relied on Russian gas for more than 80% of supply; Russia was the largest source in 2024, with OMV the single largest importer.

When Is a Licence Required in Austria's Gas Market?

E-Control is Austria's independent regulator for electricity and gas.

No Licence for Wholesale Trading: pure wholesale gas trading does not require a trading licence, but traders must notify E-Control before commencing.

Supply Registration: supplying gas to end-customers requires a trade licence, Gewerbeberechtigung, from the local district authority, Bezirksverwaltungsbehörde. Supply licences from other EU Member States cannot be passported for this activity.

Balance Group Required: every system user must belong to a balance group. Forming a new balance group as BRP requires registration with E-Control and is available only to EU/EEA-seated companies.

Every gas trader must register as a REMIT market participant through CEREMP, handled via E-Control.

AGGM registers and coordinates balance groups as Austria's Market Area Manager.

What Are Austria's Gas Market Licence Requirements for EU and Non-EU Entities?

Non-EU traders:

Can trade wholesale at the VTP without a local subsidiary or branch, by joining an existing BRP as a virtual trader.

Must appoint a local authorised representative in Austria for service of documents.

Must register in CEREMP, provide a certificate of residence, onboard with CEGH, and join an existing BRP as virtual trader.

Cannot hold their own BRP licence; establishing a new BRP is restricted to EU/EEA-seated companies.

EU traders:

Need no local or passported licence for wholesale gas trading without a physical delivery, but must notify E-Control, applicable for virtual trader option.

Have two options: register their own BRP with E-Control, or join an existing BRP as a virtual trader.

Can hold their own BRP licence, since only EU/EEA-seated companies are eligible for this.

Must register via CEREMP in the Member State where most reportable contracts are concluded, and provide a certificate of residence during that process.

Like non-EU traders, EU traders must also appoint a local authorised representative in Austria for service of documents.

Balancing in the Austria Gas Market

AGCS is the obligatory clearing entity for Market Area East.

AGGM is Austria's Market Area Manager and coordinates balance groups.

Every gas-system user must belong to a balance group (see EU/non-EU requirements above).

BRP activity is licensed by E-Control, and registering a balance group requires an EIC Y-Code.

AGCS registration enables access without exchange registration.

Transmission Capacity in the Austria Gas Market

Capacity is booked through PRISMA. Registration and a Framework Capacity Agreement with the TSO are required.

The TSO may demand a temporary security deposit of EUR 100,000.

Austria's transmission system operators are Gas Connect Austria and Trans Austria Gasleitung.

Relevant interconnection points include Baumgarten via Slovakia and Mosonmagyarovar via Hungary. The Hungarian side is booked via RBP.

Austria Gas Market Exchange(s)

Access to the Austrian VTP requires registration with CEGH, which has exclusive responsibility for the VTP.

Since 2020, spot and futures trading has run on the EEX platform under the EEX rulebook through a Vienna joint company with 51% EEX and 49% CEGH ownership.

Exchange trades are cleared by European Commodity Clearing AG (ECC), an EEX subsidiary, acting as central counterparty and registered shipper. Pure OTC trading does not require exchange registration.

CEGH registration is required for OTC or on-exchange participation. Exchange trading also requires EEX membership, an ECC clearing account and a clearing-bank account.
