Czech Republic Gas Market Fundamentals

Commercial gas activities in the Czech Republic take place in a liberalised competitive market. The state does not act as a direct supplier.

The Czech Republic is positioned at the centre of the Central European gas system, interconnected with Germany, Slovakia and Poland. It is a historically important transit corridor, with transit volumes exceeding domestic consumption several times over.

Domestic production covers only about 1-2% of demand. Imports now come mainly from Norway and other European sources after the replacement of Russian pipeline gas from 2022.

LNG access is through leased foreign terminal capacity, including the Dutch Eemshaven terminal since 2022 and the German Stade terminal from 2027, which is expected to cover over a quarter of annual Czech consumption.

Biomethane production is targeted to reach around 500 million m³/year, alongside planned hydrogen electrolysis capacity and the Czech Hydrogen Backbone (WEST) project.

When Is a Licence Required in Czech Republic's Gas Market?

The Energy Regulatory Office, ERO, is the Czech independent regulator for electricity, gas and heat. It is responsible for licensing, tariff-setting, market monitoring and enforcement.

A single ERO gas supply licence is required. There is no wholesale-only licence: the same licence covers wholesale trading and end-customer supply.

Applicants file either a full ERO application or, if already licensed in an EU/EEA Member State, an application for recognition of an existing supply licence.

OTE registration is then required within 30 days of licence award and before trading.

What Are Czech Republic's Gas Market Licence Requirements for EU and Non-EU Entities?

EU and EEA traders: may apply for recognition of an existing supply licence instead of a full domestic licence application. Passporting is not automatic and still requires an ERO application.

Non-EU traders: cannot use the recognition route above, since it is only available to EU/EEA-licensed entities. They must instead obtain a full ERO licence, which requires first establishing a local branch or subsidiary.

Both EU and non-EU traders must register with OTE within 30 days of licence or recognition, and before wholesale trading. There is no statutory minimum capital, but financial resources must be evidenced through 12 months of bank statements or a loan agreement.

Balancing in the Czech Republic Gas Market

NET4GAS is the Czech gas TSO and is responsible for the physical balance of the transmission system. OTE calculates imbalances, settles them financially and operates short-term gas markets on the Czech VTP.

The Czech Republic implements the EU Gas Balancing Network Code (Regulation (EU) No 312/2014), detailed nationally in the Decree on Gas Market Rules. The entire country is one national balancing zone, with all VTP trades settled through OTE.

Market participants are individually and financially responsible for deviations between nominated and metered quantities, settled daily through imbalance charges.

Transmission Capacity in the Czech Republic Gas Market

NET4GAS is the sole TSO. Prior approval is required before accessing the roughly 4,000 km transmission grid, which is organised around four internal corridors.

The framework agreement process starts with an application, after which NET4GAS returns a signed draft within five working days. The user countersigns and system access is provided through CAMS; the full process takes about seven working days.

Capacity is booked through PRISMA at most border points, while the Czech-Polish interconnection uses the GSA capacity booking platform. Financial eligibility is one of the preconditions for concluding a NET4GAS contract.

Transit that does not involve VTP trading or storage use requires no NET4GAS or OTE contract.

OTE is the organised Czech gas market operator for physical trading. It runs day-ahead and intraday markets and administers VTP registration.

OTE onboarding requires a valid licence, EIC code, bank account and REMIT registration. Activation in CS OTE occurs no later than the first day of the month following the agreement's entry into force.

PXE and EEX provide exchange trading for Czech gas derivatives. PXE gas derivatives require EEX trading-member admission and ECC clearing, while physically delivered gas also requires OTE registration and NET4GAS balance responsibility.
