Romania Gas Market Fundamentals
Natural gas trading in Romania takes place in a liberalised market aligned with EU rules.
Wholesale gas trading is done OTC or on the Romanian Commodities Exchange, BRM, which offers spot and forward products, central counterparty services and a dedicated balancing market.
Romania became the largest gas producer in the EU in 2024. With Neptun Deep expected online in 2027, production is expected to double to 20 bcm/year.
When Is a Licence Required in Romania's Gas Market?
All gas participants must either hold a Natural Gas Wholesale Trading License or a Natural Gas Supply License.
EU License Passporting: Traders already licensed in another EU Member State can avoid full local licensing by obtaining a Confirmation Decision (Passported License) for wholesale gas trading or supply. Note that special conditions apply depending on the EU member state of incorporation and licensing regime in the home state.
Applicants submit a technical and financial dossier to ANRE, pay the RON 2,500 fee and need to prove at least EUR 200,000 in financial resources.
Non-residents requiring a local ANRE licence must establish a physical point of contact in Romania and prove employment of at least three persons with three or more years of natural gas sector experience.

What Are Romania's Gas Market Licence Requirements for EU and Non-EU Entities?
EU Gas Traders: entities with an existing natural gas trading or supply licence in another EU jurisdiction can obtain a Confirmation Decision (passported licence) to trade in Romania's gas market. Entities from Member States that don't issue gas licences (e.g. Germany, Netherlands, Luxembourg) must instead obtain a full local licence, having to provide proof of: office in Romania, 3+ staff with 3+ years' experience, and at least EUR 200,000 in financial resources.
Non-EU Gas Traders: must establish a local presence (branch or subsidiary) in Romania to obtain an ANRE licence. Applies to all non-EU entities, including Switzerland, UK and Energy Community contracting parties.
Financial Guarantee: all non-resident companies, including from EU countries, must provide a EUR 1 million guarantee to ANAF for the 0.5% ICAS turnover tax (specific turnover tax on oil and gas sector revenues), until 31 December 2026 (scheduled to expire from FY2027).
Balancing in the Romania Gas Market
Transgaz is Romania's gas TSO and manages balancing for the National Transmission System, which operates as a single balancing zone.
Users must sign a Balancing and VTP Access Agreement with Transgaz and a Participation Agreement with BRM for the Balancing Market platform.
BRM administers the anonymous balancing platform where participants trade to financially cover daily imbalances. Participants must provide financial guarantees and maintain a direct debit agreement with BRM.

Transmission Capacity in the Romania Gas Market
Shippers must hold an ANRE licence and sign a Gas Transmission Agreement with Transgaz before booking capacity.
Cross-border capacity at interconnection points is booked through auctions on the Regional Booking Platform (RBP).
Non-resident shippers performing transit must provide a EUR 1 million guarantee to ANAF (Fiscal Authority).
