Italy Gas Market Fundamentals
Italy's natural gas market is fully liberalised and aligned with EU rules, with competition open across supply, import and wholesale trading.
The PSV (Punto di Scambio Virtuale) is Italy's virtual trading point, operated by Snam Rete Gas. It is the most liquid hub in Southern Europe and the domestic wholesale price reference.
Wholesale gas is traded OTC or on GME's organised M-GAS platform, which covers day-ahead, within-day, forward and balancing markets.
Italy remains import-dependent, with 61.9 bcm injected into the network and pipeline imports led by Algeria and Azerbaijan. LNG imports play a key role.
Italy's NECP targets 40% renewable energy in gross final consumption by 2030, with biomethane production targeted to reach 5.8 bcm/year by 2030 and the Southern Hydrogen Corridor (SoutH2) under development.
When Is a Licence Required in Italy's Gas Market?
No trading licence is required to trade gas at the PSV or operate as a wholesale gas trader in Italy. Supply to end consumers requires registration in the MASE register of authorised gas sellers.
Imports under contracts exceeding one year require prior authorisation from MASE (Ministero dell'Ambiente e della Sicurezza Energetica). If MASE does not issue a refusal within three months, the import is deemed authorised.
Contracts of up to one year require prior communication at least 30 days before import activity starts.
Natural gas and LNG imports also require prior ADM (Italian Customs) authorisation under Regulation (EU) 2026/261, the Russian gas phase-out rules, at least five working days before EU entry. Norway, the US, the UK, Algeria, Qatar and Nigeria are exempt.
All gas operators, including wholesale traders, must register in ARERA's Anagrafica Operatori system.
No local establishment is required for wholesale trading or Snam network access. Foreign entities may use eIDAS or username-and-OTP access.


What Are Italy's Gas Market Licence Requirements for EU and Non-EU Entities?
EU traders do not need a local licence or passported licence for wholesale gas trading in Italy. Access to the PSV is open to entities meeting Snam and GME admission requirements.
Non-EU traders also do not need an Italian local presence to trade at the PSV or access Snam's network. Importers must obtain MASE authorisation or submit a prior communication, regardless of the jurisdiction of incorporation .
ARERA Registration: All traders, EU and non-EU alike, must register in ARERA's Anagrafica Operatori system before commencing activity.
Financial Guarantees: Both EU and non-EU traders must meet Snam and GME creditworthiness requirements: a minimum rating of Baa3/BBB-/BBB, or a bank guarantee from an Italian-based financial institution.
Balancing in the Italy Gas Market
Snam Rete Gas is Italy's TSO and is responsible for physical balancing of the national network.
GME manages organised balancing platforms under the M-GAS umbrella.
Italy implements the EU Network Code on Gas Balancing through ARERA. Imbalances are settled through MPL and MGS auction-based platforms managed by GME.
Shippers need a Snam Transportation Contract, while traders need a PSV Access Contract and GME M-GAS admission.

Transmission Capacity in the Italy Gas Market
Cross-border capacity at interconnection points is allocated through PRISMA in standard annual, semi-annual, quarterly and monthly products.
Shippers and PSV traders first register on Snam's JARVIS platform to sign a Transportation Contract or PSV Access Contract. After execution, Snam provides access to its capacity portal for booking capacity and managing transactions.

M-GAS, managed by GME, is Italy's organised wholesale gas trading venue and is integrated with Trayport for European trading connectivity.
M-GAS covers day-ahead, within-day, forward markets, P-GAS Import and MPL/MGS balancing platforms.
Admission requires a market participation application to GME, demonstrated PSV eligibility verified with Snam, and the required financial guarantees.
GME must notify admission or rejection within 15 calendar days of a complete application.
