Spain Gas Market Fundamentals

Spain's natural gas market is fully liberalised and aligned with EU rules, with only the last-resort tariff retained since July 2008.

The Punto Virtual de Balance, or PVB, is Spain's virtual trading point. Wholesale gas is traded OTC, especially at LNG terminals, or through MIBGAS.

Spain is a strategic LNG hub with seven regasification terminals, with LNG accounting for around 67% of national supply and imports covering nearly all of total supply.

Spain's NECP 2023-2030 targets 12 GW of electrolyser capacity by 2030 and supports the Iberian H2med corridor, while Renewable Gas Guarantees of Origin underpin biomethane and hydrogen trade.

When Is a Licence Required in Spain's Gas Market?

Companies must register as a Comercializador with the DGPEM under MITECO before commencing activity. A SIFCO code is assigned and the supplier is published in CNMC's gas supplier list.

MITECO/DGPEM is the licensing ministry; the DGPEM grants the Comercializador authorisation.

Applicants must be commercial companies, demonstrate technical capability, comply with unbundling rules and hold sufficient diversified guaranteed-supply contracts.

Traders must also obtain authorised-party status with Enagas GTS and sign the framework contracts for access to facilities and balancing areas. ACER and EIC codes are required before TPA services.

What Are Spain's Gas Market Licence Requirements for EU and Non-EU Entities?

EU Gas Traders: registration as a Comercializador with the DGPEM is required; no passporting of licences is possible for EU traders.

Non-EU Gas Traders: do not need to establish a local presence in Spain to trade gas or access the network, and must register as a Comercializador and meet the wholesale activity requirements like any other supplier. Where the home country does not accept reciprocity, an additional Ministry authorisation is required, and the response may be conditioned on a prior CNMC report.

All Traders (EU and non-EU): must obtain ACER (REMIT) and EIC codes and complete the GTS Habilitación before accessing the network. Financial guarantees apply: EUR 100,000 for PVB imbalances, EUR 50,000 for capacity reservation, and an initial EUR 20,000 MIBGAS guarantee, all managed centrally by MIBGAS.

Balancing in the Spain Gas Market

Enagas Transporte is Spain's TSO, while Enagas GTS is the Gas System Manager responsible for balancing. MIBGAS acts as Guarantees Manager.

Spain implements the EU Network Code on Gas Balancing through CNMC Circular 2/2020. Each user must balance inputs and withdrawals daily across the PVB, TVB and AVB zones; where a user deviates, Enagas GTS automatically restores the balance and applies penalties in that zone.

Participants sign the framework agreements for access and balancing. Minimum deposits are EUR 50,000 for the access agreement and EUR 100,000 for the balancing agreement, corresponding to the capacity and PVB imbalance guarantees listed above.

Transmission Capacity in the Spain Gas Market

Cross-border capacity is allocated through PRISMA auctions of standard bundled products following the ENTSOG calendar.

Capacity is managed at VIP PIRINEOS with France and VIP IBERICO with Portugal. France-Spain import capacity stands at 225 GWh/day in both directions.

Licensed suppliers register on PRISMA for each relevant TSO, such as Enagas, REN or Teréga. Allocated capacity is binding and loaded into the TPA platforms.

Secondary capacity trading is also available on PRISMA, with Enagas, REN and Teréga coordinating with the relevant national regulatory authorities on system compatibility.

MIBGAS has managed the Iberian organised gas market since December 2015 and is integrated with Trayport through the Joule trading module.

Trading covers daily and intraday sessions by auction and continuous market. MIBGAS Derivatives offers physical-delivery futures, spot LNG and spot storage products.

Admission requires Comercializador status, OMIClear authorisation for day-ahead products, technical accreditation and a Guarantee Account.

Participants sign a REMIT Reporting Service contract with MIBGAS acting as Registered Reporting Mechanism, though reporting responsibility ultimately remains with the market participant.
