Spain Power Market Fundamentals
Spain's electricity market is liberalised, with open third-party access and separation between trading and regulated network activities.
Spain trades within MIBEL, the Iberian Electricity Market, with OMIE operating day-ahead and intraday markets and OMIP operating the forward market cleared by OMIClear.
Installed capacity reached around 132,000 MW in mainland Spain, including around 85 GW of renewable capacity. Renewable production reached around 149,000 GWh and growing.
When Is a Licence Required in Spain's Power Market?
Electricity suppliers notify the DGPEM under MITECO before commencing activity. CNMC confirms registration through the electricity supplier list.
Technical, legal and economic capacity must be verified by REE and OMIE before registration. Applicants must be commercial companies and meet activity and account-separation rules.
ACER and EIC codes are required before network access. Operational guarantees must be posted with REE and OMIE before trading.

What Are Spain's Power Market Licence Requirements for EU and Non-EU Entities?
EU Power Traders: registration as a Comercializador with the DGPEM is required; no passporting of licences is possible for EU traders.
Non-EU Power Traders: no local presence is needed to trade electricity or access the network. Applicants must be commercial companies and meet the activity/account separation rules for the Spanish system, registering as a Comercializador and completing TSO/market operator accreditation like any other market participant.
All Traders (EU and non-EU): must obtain ACER (REMIT) and EIC codes and register as a Participante de Mercado with REE. Guarantees include a GOB of no less than EUR 10,000 (via MEFF), plus REE additional guarantees (GOA) and OMIE market guarantees.
Balancing in the Spain Power Market
REE is Spain's sole TSO and System Operator, responsible for ancillary and balancing markets, while OMIE operates spot markets.
Each market participant must have a designated Balance Responsible Party that provides balanced nominations to REE and is settled at the imbalance price.
REE manages technical constraint resolution, secondary and tertiary regulation and replacement reserves, integrated with MARI, PICASSO, TERRE and IGCC platforms.
Ancillary services are governed by Operation Procedures approved by MITECO and the CNMC, with REE managing operations.

Transmission Capacity in the Spain Power Market
At most borders, capacity is acquired with the energy trade on OMIE through the continental European market coupling using Euphemia.
Explicit auctioned capacity is allocated through JAO, then nominated to the relevant TSOs under a use-it-or-sell-it principle.
The France interconnection is the key constraint at around 3% of installed capacity. The Bay of Biscay project is expected to raise exchange capacity from 2,800 MW to 5,000 MW in 2028.
There are no physical-capacity auctions between Spain and Portugal; a Financial Transmission Rights mechanism, in place since 2013, is used instead.

OMIE operates day-ahead and intraday markets for the Iberian Peninsula, coupled with Europe, and settles traded energy.
OMIP manages the MIBEL derivatives market on Trayport, with OMIClear as clearing house and central counterparty. Maturities extend to Year+10.
OMIP membership is available to Trading Members, Clearing Members, OTC Brokers and Settlement Agents, subject to admission and annual fees.
OMIE admission requires an active EIC code, REE market participant registration, a two-phase OMIE process and signature of the Market Rules adherence contract.
